While some constituent states have flourished with robust economies and notable social progress, others grapple with stagnation or fluctuating growth trajectories, often hindered by political instability and social tensions stemming from religious and cultural divides. However, a closer examination reveals that the efficacy of policies and governance practices plays a pivotal role in shaping the region’s development narrative.
Adding to the complexity is the looming spectre of environmental degradation, particularly poignant for many island nations in the Pacific. This environmental threat not only jeopardizes the region’s natural resources but also undermines efforts to harness collective strengths for progress and development.
Amidst these multifaceted challenges, a notable trend emerges—a growing demand from the populace for performance, transparency, and accountability, especially in public sector management. This call for accountability transcends political, social, and economic divides, signalling a shift towards a new paradigm of governance challenges in the region.
Central to addressing these challenges is the Asia-Pacific Evaluation Association (APEA), established in 2012 with a mission to advocate for results-based performance, transparency, and accountability in public sector management through enhanced monitoring and evaluation (M&E) capacity across all sectors in the region.
APEA’s strategic initiatives encompass a comprehensive approach to capacity-building in evaluation, including mapping the evaluation landscape in the region, fostering membership engagements, and supporting participation in local and international evaluation events. Moreover, APEA endeavours to strengthen the organizational capacity of member voluntary organizations of professional evaluators (VOPEs), while also spearheading the establishment of national evaluation associations in countries lacking such networks.
Furthermore, APEA plays a pivotal role in promoting the utilization of evaluations by policymakers, influencing governmental policies related to evaluation frameworks, and conducting capacity-building activities through various platforms such as conferences, seminars, and online workshops led by evaluation experts.
